The first main villain of Jojo's Bizarre Adventure, Dio Brando, returns in Part 3 Stardust Crusaders with a brand new ability. He awakens his own Stand ability, The World, which has the power to stop time. Though, it is not quite as simple as just stopping time in the nearby vicinity.
