The Soviet Union held thousands of nuclear weapons in Ukraine. After the Soviet Union collapsed, Ukraine inherited them, including the third largest nuclear bomb in the world. Under the 1994 Budapest Memorandum, Ukraine signaled its willingness to disarm if Russia, the United States, and the United Kingdom acknowledged Ukraine's sovereignty.
However, Russia broke this agreement when it invaded Ukraine this year.
