Powered Switch needs "power" in order to work so you need to link them to a power generator ( solar, wind turbine, power fuel generator ).
If you wish to control an extractor ( 5 power consumption ), then you need to connected any type of power generator to the powered switch that can provide "at least" 5 energy. ( Solar array are good in these situation as they provide 6 energy, more then enough ).
If you connected a Fueled generator ( 20 energy ) to a powered switch, then you could control 4 extractor ( 5x4 power = 20 )
You can also connect 1 powered switch per extractor ( or any machine that required energy ). But then, you need to figure how much energy the machine, or extractor, requires to work. Then wire the proper energy generator to the powered switch to control them.
What is the purpose to use a powered switch? Efficiency. Sometimes, you want to cut production to stop overflowing a container. Without a powered switch, if can take some time to stop the productivity since you have no control over them. They will just keep going until every cargo are full. Unless you don't mind that of course.
