Latitude D620 Wont Boot-Up
It worked fine last night, now won't start up. When I push the 'FN' button while booting, the left Keyboard Status Light blinks, and the other two do nothing. So far I have uninstalled/re-installed the RAM to no avail.
When I don't hold-down the left Keyboard Status Light, only the left 'Device Status Light' comes on.
The laptop does nothing else.

I apologize for all the inconvenience this issue has caused and promise you that I will do my best to resolve this issue to your satisfaction.
Kindly remove the battery from the system and unplug the system and hold the power button for 30 seconds. Connect only the AC adapter. And check if system powers on the AC adapter only or any lights come up on the system.
Remove and reinstall both memory modules.
If it still doesn't power on you should try checking it with a different AC adapter.
Then plug in the AC adapter to the wall but not the system - if the LED doesn't come on, replace the adapter.
If the LED on the adapter comes on, plug in the notebook end and try powering up. If the system will, then try with the battery installed. If the system will power up without but not with the battery, the battery is bad - replace it.
If the system still won't power up, the mainboard is bad.
To confirm, power on, press F12, load the Dell diagnostics and run an extended - not just a quick - test.

The battery and AC adapter are fine per the tests, but I cannot power it up and press 'F12" to run diagnostics because it won't boot. It tries to start, but immediately shuts down and the screen stays black.
About a month or so ago I started to get a 2" or so border on the bottom of the screen that would fix itself after I re-booted it a couple of times.
I guess it must be the motherboard or something.

I suggest you reseat a few components, like memory, hard drive and optical drive and see if that makes a difference. In the link below punch in the system service tag or express service code and you can access the user manual for removing and reseating components.
