Gordon and Batman are hot on the Riddler's trail. Believing Amanda Waller and her Agency to have too much of an unchecked moral high ground, the duo decides to go it alone, without backup, to check out the Riddler's hideout in the East End, an area that Harvey Dent destroyed as mayor to stop the Children of Arkham a year prior.
