Joseph Duran, a 35-year-old mentally ill inmate at Mule Creek State Prison, died after being pepper sprayed in the face on Sept. 7. Duran, who breathed through a tube in his throat as a result of a 2006 tracheotomy, had been refusing to come out of his cell. His parents would not find out about the death of their son until contacted by The Bee in January, and documents obtained by The Bee raise serious questions about the handling of the Duran case by prison officials.
