This is the 9th mission of the Soviet Campaign, The Fox and the Hound.
It's one of those interesting levels where you have limited units and cash thus every loss can damage you a lot. With Yuri's mind control, this level could take it a step further and put the player into a variety of choices on how to beat the scenario but unfortunately it wasn't developed to it's full potential.
All missions are played on Hard difficulty.
