Creating a new administrator account is what worked best for me; giving me a new working account. Bad news is moving files and setting from the old account to the new account is a pain.
Other options include:
Uninstalling DropBox
Restarting into Safe Mode, then back into Normal Mode
Uninstalling your Antivirus
Updating to the latest version of Windows 10
