1. Define your audience and targeting for list scraping
2. Use list scraping software like d7 Lead Finder (link below)

4. Format properly in CSV file to upload following FB list guidelines

5. Make sure you have a FB Business Manager or Ads Account

6. Go to Custom Audiences

7. Upload, Edit & Approve your List
8. Save and continue to optimize and grow your list
9. Create a new campaign and ad set. Customize your ad set using a new Custom Audience. Choose your new saved list.
