1st Fix (Did not work for me):
Run
C:\Program Files (x86)\Steam\bin\SteamService.exe" /repair
Command Prompt (Administrator):
-bcdedit /deletevalue nointegritychecks
-bcdedit /deletevalue loadoptions
-bcdedit /debug off
-bcdedit /deletevalue nx
2nd Fix (Did not work for me):
-Control Panel
-System and Security
-System
-Advanced System Settings
-Advanced
-Performance Settings
-Data Execution Prevention
-Enable DEP for all programs and services
3rd Fix (Worked):
Uninstall and Reinstall Steam COMPLETELY
Another Reason I came across later:
If you are missing system files this can cause this to happen, reinstalling your operating system MAY be necessary to fix the issue
