This session will examine how digital networks, that transcend communities, ideas and languages, have affected the traditional role of the state in securing its borders. The social contract between the state and the citizen is being mediated by the “intermediary” — usually a technology giant — whose role has come under the political scanner. Panellists will also explore how governance arrangements can ensure effective cooperation between governments and
businesses in tackling terrorism.
