After go to Dorter and visit the Tavern there.
Read the new rumor here ("A Call for Guards")
Try to leave Dorter and you will get into a battle and cool cutscene. The fight is fairly easy. Ramza starts off a bit forward so just be a little careful.
After the battle you have the option for Balthier to join. He is one of the best characters in the game because of his abilities, built in safeguard, stats and he comes with some good equipment.
