****************************************************** We often hear that the EU is a neoliberal political construct. Which is absolutely true. We also hear that because the founding treaties incorporate neoliberal ideals, it's impossible to change Europe. That, however, is false. Why? Because the treaties remain very general; they require interpretation. This video explains how the EU has changed the interpretation of the budgetary rules it established in 1992 with the Maastricht Treaty. The main interpretative tool is called the Stability and Growth Pact, and it has been amended numerous times: in 1997, 2005, 2011, and 2013... And it is about to be amended again in 2023.
