After you reach adventure rank 18, you will need to speak Diluc at Dawn Winery. Then you will go to another marked area to beat up the Abyss Mage. I did a video on beating up the Abyss Mage called Defeat The Assailants In Genshin Impact!! Then, you will get another area mark that leads you to the entrance of storm terror's lair.
