Window - Color - Swatches
The InDesign Swatches panel contains, by default, a Swatch called [Paper]. It's designed to simulate the color of whatever the document is to be printed on which is generally white. [Paper] does not print itself and it is an on screen, preview only feature. To change [Paper], simply double click on it and adjust the sliders.
Changing the color of [Paper] will change the transparent areas of an InDesign document from white to the new color. This color change will not export or print. A document can be edited as usual despite any changes to [Paper].
