you need to have 200$ in order to make persistant posse. BUT now it's Free Until June 8th 2020,
To form a persistent posse, you will need $200 in game. As far as I can currently tell, it's a solo effort to raise the money, members of the potential posse cannot all throw in to the pot.
If this changes or new things are discovered then I will amend this, but that's how it's currently looking.
Unlike a Temporary posse, a persistent one will carry over between game sessions so you won't have to fork out every time you log in and can have up to 7 members.
To form the posse when you have enough money, in the main menu (tap left on the d pad while in game) and select 'Posse', then press (A). This will bring up a list of nearby posses. Here, press (X). You will now be in the posse creation tab. Make sure 'type' is set to Persistent, other settings/Name can be anything you like. Hit (A) on 'Form a Posse' when you're ready and that will be it.
