Chrome 68 has removed the Material Design bookmarks flag (also is another flag that never worked!)
Another thing about Chrome 68 is that they have over simplified the bookmarks bar by increasing the height completely (which was apart from the UI Design refresh - 2018 version, before Chrome 69).
