So I tried a new laptop cooler. KLIM Everest, not sponsored.
I might have lowered the temps a few degrees.
But I stumbled upon a video on how to fix it. Disable the CPU Turbo Boost by @AndriiTalksTech

As you can see now the cpu isn't overheating and I am getting more or less the same frame rate. I will tinker with that setting a see if I can use some turbo boost.
