Yes, the clock works and keeps 'perfect' time (well, within a few seconds, which is 'perfect' for SE!).
As part of the CITY BASE Grid System, this block is a great addition to any base and the terminal can be used for any sort of 'transit' you may have (automatic shuttles, busses and of course, large and small grid ships that are taking off for various points).
