Step 1:
Apply your transition between two clips on the timeline.
Step 2:
Select the transition you just applied.
Step 3:
Open the Effect Controls panel.
Step 4:
Locate the Alignment option and click the dropdown menu.

Change the setting from "Start at Cut" to "Center at Cut".
