Clarification:
For the FIRST time of application in Germany, a passport is required (for Ukrainians, a foreign passport is still possible, but any other document is needed). It's the document that allows legal entry into Germany, and the data is taken from the original document.
However, if the person is ALREADY in Germany, has already checked all the databases, and has already provided fingerprints and biometrics (which are taken immediately upon presentation of Section 24), then a passport is not required.
