The Superfish Corner Flow 400 filter seems to be well made, has a reasonable space for foams and media (when a heater isn't used in it) and at only 6w it will be cheap to run.

As long as you use a normal water dechlorinator (e.g. API Stress Coat) which simply makes water safe for life and not a water conditioner which actively starves bacteria by locking up the food it needs or / and adversely affecting the bacterial binary fission process (e.g. Seachem Prime / Fritz Complete) then you can achieve a full cycle in any tank with the correct filtration, sized properly and set up with full filtration as the goal.
