These panties are often made from bi-elastic mesh; regular thin jersey will also work, but the beauty of these panties is that they can be made even from non-stretchy fabric, from cotton jersey without lycra, or even from no jersey at all; they can be made from silk, and even satin. The only thing is, it's preferable for the gusset to be made of cotton.
You'll also need elastic, which can be with or without a scalloped edge, and a serger and a sewing machine.
