First, The key is to have a video playing while trying to change the volume so go ahead and get that video started.
Next locate your sound on your task bar and right click to see options and select the option to open volume mixer.
Finally locate your google chrome and raise the volume for it specifically.
Bonus, this fix can be used for any application you have running where the sound is not quite at the level you would like. Just make sure it is running and then go into the volume mixer to make the change.
