What do you do if you see someone hit a parked car

A mild ethical quandary in a parking lot…

You accidentally hit a parked car. What do you do? You leave a note, right? But now you're a new character in this situation. You see someone else hit a parked car and they don't leave a note. That was the role I played this morning when I was at my son's high school. A couple girls hit a car while they were parking, put in reverse, doubled the scrape, continued parking in that spot, and then just walked away.
There are two conflicting rules that screw with the ethics of this situation. The golden rule obviously applies. If I were to come out and see my car banged up, I would want information about it. But the slightly less, universally applicable but still very important rule mind your own business applies here as well. Is this my story to be a part of? Do I need to get involved?
I was running this by my son when he got back in the car and he observed that happens in this parking lot all the time, which also throws a wrench in it because if a problem is pervasive, solving an individual instance of it is less important or is it? Anyway, what would you have done?
