This is my secret for making any photo look like a sunny gorgeous golden hour photo. So this trick can be done on Lightroom mobile or desktop but I'm gonna show you how to do this on Lightroom desktop.
open adjustments
pick the brush option (make sure you bring that feather up a little bit higher on the brush)
go over the are with your brush (creating a nice haze)
bring up your exposure and bring down the clarity and bring up the temperature
