create a new project or open project from recent projects. Import the video
Play the video to check it and then drag and drop it on timeline to edit.
click on video on timeline and click on filters now search for the crop filter.
Click on Crop:circle
Click on the color option and select a color for background.
Or click on color picker tool and select the color from the screen.
Drag the radius slider to change the size of the circle.
Same way you can use Crop:Rectangle Filter.
Click Crop:Source and it will crop the video from top,bottom,left and right side. Change all the parameters as you want.
