Since i capped the Game at 32 FPS and recording at 30 FPS some stutter can be appear in the video randomly

Optimizations to the Game.
I had to turn in game V-sync off and turn it on in the nvidia panel control to get a smoother framerate.
Everything in the settings is between Low and High.

Draw distance - LOW
Textures - HIGH
Tesselation - HIGH
Shadows - LOW
HDR - OFF
