Instructions
1) Get Roku Express on a Wifi/hotspot network
2) Follow prompts to install updates/download apps
3) Turn off the Wifi/hotspot
4) Start your smartphone
5) Turn on the Wifi on your smartphone
6) Turn on screen mirroring/sharing/casting on your smartphone
7) Confirm connect to Roku Express
8) Enjoy Unlimited streaming on your tv using your smartphone data plan
A number of Google Android and Apple iOS smartphones are capable of screen mirroring/sharing/casting. There is no complete list I have found online, so if the screen mirroring option is not available on your phone, I recommend checking with your device manufacturer or searching specs online to confirm your device is capable of screen sharing. In my experience, the Samsung Galaxy S7 works very well for this, and a number of other devices likely work just as well.
