You can create any cartoon character in Inkscape. I suggest you please first draw a character on paper with pencil. Then Scan and import image in Inkscape then trace. Check All tutorials in Video tab or section.
Download completed file of Inkscape tutorials and you can use it in any personal or commercial projects but not for sale as stock file.
