This is for pure opencv install way for raspberry pi4. its also valid for raspberry pi3.
don't install noob.opencv not work with noob at all. install Raspbian.you can download it from here https://www.raspberrypi.org/downloads...
you should have
class 10 SD card bigger than 8GB and data will spend around 1.5GB while downloading opencv and dependencies
around 6 hours will take for all operation.
