Exporting contacts from Web Outlook and import into Desktop Version
If your contacts from the web version of Outlook aren't showing up in your desktop version, know that those are two different systems and they don't sync. You could get a mac and use your icloud contacts or follow these instructions for exporting your contacts from the web version and import them into the desktop version.
