The era is the 1990s. Society is ruled by brute force and the power of easy money. In response to lawlessness, operatives create a secret organization called "White Arrow." Its mission is to eliminate villains not according to the criminal code, but in the spirit of higher justice. At the scene of retribution, the avengers leave a calling card with a flying arrow.
