Shao Kahn is the final boss in the game. He is an unplayable character.
The Sega Saturn version of Mortal Kombat 2, being more 'closer' to the Arcade version, actually comes as a surprise that Shao Kahn under human control is far more 'lenient' than the Arcade and SNES versions of him. For the first time, you can move around more than once without freezing the game. Amazingly the HP, LK, HK and BLOCK buttons are flaw-free - only the LP button causes problems if you press and release it. Of course there are still specific moves that will lock the game.
Additionally, if you are careful enough by avoiding using the LP and certain movements, it is technically possible to complete the game with him.
