The Black and White circle icon at the bottom of the Layers panel is a button that allows for the adding of adjustment layers including, Hue/Saturation. These adjustment layers can be altered via the Properties panel.
This adjustment layer is typically used to shift some, or all, colours within a document. However, if the Colorize option is activated, a Hue/Saturation adjustment layer will "wash" a document with a single color. This color can be controlled using two sliders.
Hue:
This slider sets the color such as red, green, blue etc...
Saturation:
This slider controls how vibrant that color is. Values close to 0 produce an extremely desaturated look.
Within the Layers panel, the white rectangle that appears alongside adjustment layers by default is a mask. Clicking on this mask will display mask related options within the Properties panel. To alter the properties of an adjustment layer within the Properties panel, click on a non-mask part of the layer within the Layers panel.
