Steps to turn a photo into a White Walker in Photoshop:
1. Reduce the picture's saturation to -51 to make it appear more cold
2. Select paintbrush, select a suitable blue colour (#3b6c89), and colour over all of the skin/hair on a new layer (with opacity at around 30%)
3. Face/Head - transplant a photo of a White Walker's face onto your photo (again with opacity at around 30%)
4. Mouth - transplant a photo of a White Walker's mouth onto your photo (again with opacity at around 30%)
5. Eye Glow - on a new layer, select the normal brush and minimise it to 1 pixel. Select the color white, and draw around the eye's pupil. Adjust the opacity to your liking.
6. Eye-shading - select the "Spatter 24 pixels" brush and set opacity to around 25%. Then brush around the eyes with short strokes.
7. Neck/Limbs - transplant a photo of a White Walker's neck/limbs onto your photo (again with opacity at around 30%)
8. Hands - transplant the texture from a White Walker's limbs onto your photo (again with opacity at around 30%)
9. Finishing up/Touching up - tidy up by cleaning round the edges, and making the "seams" between layers seamless.
