Repairing a fan that spins weakly and requires manual assistance to turn, even after replacing the capacitor with a new one. This type of damage is similar to capacitor damage, but if the capacitor is replaced with a new one and still doesn't work, it means the problem is with the windings.
As shown in this video, there's no response at all at speed 1, while at speeds 2 and 3 there's a buzzing sound, but the shaft still won't turn unless assisted by hand.
