BRAUM IS WAY TOO STRONG, is this the BEST SUPPORT for SEASON 8? New runes made him INSANELY STRONG

For season 8 Braum runes we will be using:
Resolve + Precision (+130 Health)
Guardian (Free shield+speed perfectly fine for our build)
Unflinching (Tenacity for each summoner spell CD/activate)
Conditioning (Extra armor stats after 10 min OP)
Second Wind (Extra regen each time you take dmg)
and from Precision:
Legend: Tenacity (Tenacity stacks? :D INSANE)
Triumph (Go all in, kill them all and go out FULL HP)
