It appears because you have Windows 10 User Account Control enabled. To disable Windows UAC:
1. Click More details.
2. Configure the issuance of such notifications.
3. In the window that appears, drag the slider to the very bottom, to "Never notify", and click OK.
4. Then click Yes, and that's it: User Account Control is disabled in Windows 10, the message Allow this app from an unknown publisher no longer appears, UAC is removed, no one needs you anymore, to warn you.
