INSTRUCTIONS:
1. In Developer options, unlock the bootloader and enable USB debugging.
2. Back up everything.
3. Remove all SIM cards
4. Perform a factory reset (Settings/General management/Reset/Factory data reset). This will reset and turn on the phone.
5. Turn off the phone.
6. Insert the Thai SIM card with the phone off.
7. Turn on the phone.
8. It will tell you that there is a new SIM card; select factory reset again when prompted.
9. When it turns on (still using the Thai SIM card), set the language to Spanish and follow the setup instructions to restore all your apps with your Google or Samsung account. (Tip: If you have two-step verification enabled, it's best to disable it first or have another smartphone with your Spanish SIM card handy to receive the activation codes.)
10. When the reset is complete, turn off the phone.
11. Remove the Thai SIM card and insert the Spanish SIM card.
12. Turn on the phone. It will tell you that a new SIM card has been inserted and will ask you to restart. 13. Restart your phone and in the Phone app/Settings, call recording will be active!
Incompatibilities reported by several users:
Samsung Pay works fine for some and not for others; also, it may appear in Thai currency on Google Maps.
You lose Samsung Rewards points, and gifts are in Thai currency.
Update 10/09/2020: (Contribution from user manolett)
The SIM I used is an Israeli SIM that worked just as well for me as the Thai one did for you... I chose the Israeli one solely because of the price, nothing else. Here's the link:

As I mentioned before, I did this on an S10e with the latest PHE firmware available for it, and it's running Android 10. We already know that it also works with Android 10. Method!!
Samsung Health DOES work.
Samsung Pay DOES NOT work.
Native recording is perfect.
Now everyone can decide for themselves... in my case, I use Google Pay, which DOES work.
