Add -insecure to your launch options. Then extract files from this addon's VPK (left4dead2/addons/workshop/3609071760.vpk) and place them in the left4dead2/addons directory.
The -insecure option disables official servers and prevents you from receiving a VAC ban. As you can see, this mod cannot be used on official servers.
You can use vpkedit to extract VPK.
