Importable Machine Learning libraries in python are unstable and slow, and so your ability to break it down to C/C++, to get the implementation as it's written in C/C++, to figure out why something is or is not working, is a necessary requirement to being able to describe the approach a classifier is taking to get from observation collection to model checkin, and finally employment of model to create a prediction. Python is not enough, you must also write in C.
