General Working Steps:
1) Changing sky
2) Correcting colours and shadow painting
3) Selecting widows
4) Inserting night lights and masking it to windows
5) Correcting colours for surrounding elements
6) Improving lights
7) Inserting trees
8) Additional lights effects

Some important steps:
1:42 I have selected the building and used "Levels/Curves" to darken it
1:55 select light areas, create a "Solid color-Black" to darken it and play with opacity
2:45 select all windows and save selection to mask lights to it later
4:55 Darkening surrounding objects
5:05 Double click beside the light layer name, "Outer glow" effect
Finally inserting trees and background adding more details!
