You have to have static ip for your modem for being able to port forwarding. Or configure Dynamic DNS.
Some internet service providers use CGN IP which makes your modem unable to port forward. (if your modem's ip is different than when you check on google what is my ip, then your internet service provider use CGN IP get contact to them for change it)
