Well you will need to take care of breaking a part each number as if it was a character array instead of evaluating the number in ranges.
Example:
1 = [1]
42 = [4, 2]
1,987 = [1,9,8,7]
Start evaluating each major verbal change.
1. 0-19 have their own names.
2. When major shifts for the 20-99 occur have those words written out.. so you will need to have twenty, thirty, etc.
2.1 If the array is the length of two then (index wise) determine the word for [0] and join it with the 1-9 word for [1].
3. This process repeats itself for hundreds, thousands, and so forth.
