If you get the error: "Steam failed to initialize. Please verify that the Steam Client is running and try again."
Try this workaround:
Step 1: Go to your steam library
Step 2: Press PLAY on GrandTheftAuto 5
Step 3: Minimize/Exit out of your steam library
Step 4: Boot Up RagePluginHook
Step 5: ENJOY!
