To send Portable Document Format file from your laptop to Android phone, ensure the Bluetooth of your computer and that of the smartphone are all turned on and made discoverable. They are discoverable by default.
Open the file Explorer of your Windows computer and navigate to the folder where you saved the file. Click the PDF file for it to be selected. Right-click the same file and select Show more options.
From the options displayed, select Send to, followed by Bluetooth Device. A new page opens listing some devices. Click on the device name you want to send the PDF file, and click Next button. On your Android device, tap Accept to receive the file into your smartphone.
