Here's the screen pumps effect/transition in Premiere Pro! A very simple effect to achieve just by using the "transform" effect! However, if you want to improve your screen pumps, you can also use the S_Shake effect (sapphire plugin required) and add a very delicate tilt shake to make it look less stiff. Screen pumps are heavily used by a lot of editors, as you probably know! It's similar to the "twitch shake" effect.
