The average family in this city is RICH. But if everyone is rich, then NO ONE is rich. So today, I’m fixing that by building a massive hilltop resort so exclusive, it makes the peasant millionaires feel poor. Now this resort area can't be easy to reach, because if it was, then it's basically public infrastructure and that's disgusting. So I want to build this as far away from the city as I can get.
