This is a simplified effect that should work almost always as soon as you drop it on a clip. However, not all clips are made the same so in some cases, you may need to Sharpen the image (recommend scKey Sharpen as the easiest to use) and you may have to do a little color "correcting" in the form of Saturation and Value (or just use the Hue/Saturation effect0. I don't use the Color Correction effect in FCPX, I use scKey Fill which is very much like Hue/Saturation except that it has a color overlay that can be blended with the image. It's super fast in dealing with exposure problems (just pick a grayscale value and a Blend Mode - usually Overlay). Anyway. In those cases where your image needs some modification, apply those effect first before applying Graphic Novel. Once you have all three on a clip, you can move between the effects and make your scene look *perfect*!
